ASME Supports Bipartisan Legislation to Strengthen America’s Manufacturing Workforce

ASME recently endorsed the bipartisan American Manufacturing Revitalization Exchange Program Act (H.R. 9097), legislation aimed at strengthening the nation’s manufacturing workforce through expanded technical training and international exchange opportunities. The Society’s support reflects its longstanding commitment to preparing the next generation of engineers and skilled manufacturing professionals around the world while ensuring the United States remains globally competitive. 

Introduced by Representatives Bill Huizenga (R-MI), Johnny Olszewski (D-MD), Young Kim (R-CA), Glenn “GT” Thompson (R-PA), and Gus Bilirakis (R-FL), H.R. 9097 would establish an exchange program administered by the U.S. Department of State. The program would enable participants to gain hands-on experience in advanced manufacturing sectors, including aerospace, semiconductors, robotics, additive manufacturing, and energy, through placements with allied nations before returning to apply those skills in the United States.  

In a letter endorsing the legislation, ASME Executive Director/CEO Thomas Costabile emphasized the importance of combining technical education with real-world experience to prepare the future manufacturing workforce. As Costabile wrote, “Workforce development is more effective when it connects technical education with real-world manufacturing environments, industry-recognized credentials, and opportunities for workers to bring new knowledge back to their employers and communities.” 

ASME believes H.R. 9097 complements existing domestic workforce development efforts by expanding opportunities for engineers, technicians, and manufacturing professionals to develop practical skills and gain exposure to innovative manufacturing practices. By fostering collaboration with trusted international partners while strengthening the U.S. talent pipeline, the legislation supports the long-term competitiveness, resilience, and innovation of America’s manufacturing sector.
