House Science, Space, and Technology Committee Focuses on Advanced Manufacturing in Final FY 2022 Budget Resolution Markup

On September 9, the House Science, Space, and Technology Committee marked up its final FY2022 Budget Resolution, totaling $45.1 billion under committee jurisdiction. In a significant boost for the National Institute of Standards and Technology (NIST) the SS&T bill includes $1.2 billion for FY 2022 and an additional $2.0 billion through 2026 for Manufacturing Programs. The additional $2.0 billion is to be split evenly between the Manufacturing Extension Partnership Program (MEP) and other existing manufacturing programs that research, develop, and test. An additional $1.0 billion is authorized to support research infrastructure and construction through 2026.
 
The House Democrat’s total $3.5 trillion FY 2022 Budget Resolution, designed to require only a simple majority vote in both the House and Senate, still faces an uncertain future. A new House-Senate compromise below the $3.5 trillion level may mean cuts to the SS&T committee section, but several popular research and infrastructure priorities would receive significant windfalls. Highlights from the Committee’s FY2022 Budget Resolution markup include:
 
  • National Institute of Standards and Technology (NIST): $1.2 billion for FY 2022 and an additional $2.0 billion for NIST Manufacturing Programs (available through 2026). The additional two billion for manufacturing programs would be split evenly between the Manufacturing Extension Partnership Program (MEP) and existing programs to support advanced manufacturing research, development, and testbeds. An additional $1.0 billion is authorized to support NIST research infrastructure and construction through 2026.
  • National Science Foundation (NSF): $7.55 billion for FY 2022.
  • Department of Energy (DOE) Office of Science: $10.4 billion and an addition $3.0 billion for lab infrastructure.
  • DOE Energy Efficiency and Renewable Energy: $350 million and an additional $1.1 billion for demonstration project funding (an additional $3.2 billion is included for EERE under the Energy & Commerce Committee’s jurisdiction).
  • DOE Nuclear R&D: $408 million.
  • DOE Fossil Energy & Carbon Management: $20 million.
  • DOE Clean Energy Manufacturing Institute: $70 million.
  • Environmental Protection Agency R&D: $264 million over 5 years.
  • National Aeronautics and Space Administration infrastructure: $4.0 billion and an additional $388 million for climate change research over 5 years.
