The new Presidential Administration and Congress should act quickly on establishing National Energy Policy Goals that will enable the United States to achieve a secure and sustainable supply of energy.
Reliable and affordable energy is essential for America’s economic and national security. The nation must develop a balanced portfolio of energy resources and accelerate the implementation of the best available technologies and the development of new technologies for transportation, heating and cooling and electric power generation. The nation must also encourage energy conservation and increase the efficient use of all energy resources.
We recommend the following proposed National Energy Policy Goals to help guide the development of energy technology for the 21st Century:
- Make electricity the preferred energy carrier in recognition of expanding use of resources worldwide, the limitation of available supplies, and concerns related to the emission of combustion products on the environment.
- Greatly strengthen the nation’s electric grid so that it is more adaptable to large generating facilities and to small and intermittent systems alike.
- Maximize electrification of the transportation sector in order to gradually displace petroleum derived liquid fuels.
- Employ indigenous raw materials to manufacture liquid and gaseous fuels with new and more efficient processes developed by further research.
- Build and deploy a generating capacity to supply reliable electric service nationwide while working to reduce usage through conservation and increases in efficiency and system capacity.
Support for these National Energy Policy Goals will allow the generation of detailed objectives and engineering plans which will lead to the implementation of systems to meet the goals. They will also serve as a guide for research and development aimed at the continued generation of energy for the advancement of society.
