Seeking White House Fellow

ASME Seeks Energy Expert to serve as White House Fellow in the Office of Science and Technology Policy
 
ASME is seeking applications from members who are established scientists or engineers or who have recently completed an advanced degree in a field related to energy and who are interested in serving in Washington, DC for a year as a fellow in the Office of Science and Technology Policy (OSTP) in the Executive Office of the President.  The successful candidate will provide technical expertise related to energy policy to support the functions of the Office.  

The ASME fellowship program is designed to provide an opportunity to learn through participation how scientific and technological information is used in federal policy-making, to demonstrate the value of science/engineering-government interaction, and to bring technical backgrounds and external perspectives to OSTP.  Additional information about the Federal Fellows program is available at http://www.asme.org/gric/Fellows/fellowshome.html

OSTP was established in 1976 with a broad mandate to advise the President and others within the Executive Office of the President on the impacts of science and technology on domestic and international affairs. The 1976 Act also authorizes OSTP to lead an interagency effort to develop and to implement sound science and technology policies and budgets and to work with the private sector, state and local governments, the science and higher education communities, and other nations toward this end. The duties and responsibilities for the Fellow would include providing technical input on energy policy issues, articulating the policies of the administration, planning and coordinating interactions with federal and state agencies and representatives, interacting with industry and Congress.  Additional duties may include reviewing legislation, preparing speeches and testimony, writing and editing reports, and representing OSTP at meetings and other activities.  It is important to note that specific duties and responsibilities depend upon the most pressing needs of the Office.  As such, fellows can be called upon to work on a broad array of problems other than their initial specific assignments. Applicants must possess solid technical credentials and excellent communications skills.

Applicants must be a U.S. citizen and member of ASME, and must undergo a security check. Federal employees are not eligible.  Prospective fellows will be researchers in any field of engineering with a strong interest in energy, willing to take a one-year leave of absence. Applicants should also demonstrate the following:

  • Strong analysis and research background
  • Excellent written and oral communication skills--able to articulate science and technology issues to the non-specialist/general public.
  • Ability to rapidly and accurately understand scientific advancements outside their discipline area and to effectively integrate this knowledge into OSTP policy discussions.
  • Open-mindedness and receptive attitudes toward public policy discussions at the OSTP—able to question one's own assumptions.

A stipend of $50,000 will be awarded for the year. In addition, Fellows will be reimbursed up to $1000 for moving expenses.
