Phil graduated from the U.S. Coast Guard Academy (BS) and MIT (MS degrees in Ocean Engineering and Mechanical Engineering). He served as a Naval Engineer in the USCG for 11 years and was employed by Exxon for 23 years in domestic and international affiliates. Exxon assignments included responsibilities as Project Manager, Project Engineer, Research Team Leader, Business Analyst, and Operations Research Analyst. He worked Prudhoe Bay Alaska Oil Field issues for 10 years serving on the Prudhoe Operations Subcommittee, on Project Teams implementing capital projects and on joint partner teams studying options to commercialize Alaskan natural gas resources. He worked for Esso Norway for 8 years in Corporate Planning and coordinated engineering studies for gas field developments including options for CO2 capture and sequestration. He consults in the energy industry with concentration on business and technology issues related to marine gas transportation and liquefied natural gas projects. His interest is in energy security with emphasis on applying systems approaches across the broad portfolio of energy solutions under consideration in the U.S. and on integrating national security issues and economic constraints into energy security planning.
