The ASME QHO Program provides for certification of operators of hazardous waste incineration facilities. The program is based on the ASME QHO-1 Standard for the Qualification and Certification of Hazardous Waste Incinerator Operators. The standard was first published in 1994. The current edition is the QHO-1-2004 standard.
The individuals involved typically perform the duties of control room and field operators. The QHO Standard is intended for the certification of individuals directly involved with hazardous waste incinerator operation.
ASME QHO provides a means to comply with the Environmental Protection Agency Requirements in 40CFR63.1206 (Except from 40CFR Sec. 63.1206)
QHO Provisional Certification is the first step toward achieving full Operator Certification. In order to attain this certification, the applicant must meet the eligibility requirements and pass a written multiple choice examination (Provisional Examination).
QHO Operator Certification (full certification) applies to a specific facility. The applicant is required to be the holder of a valid Provisional certificate and document six months of experience as an operator at the specific hazardous waste incinerator and pass a site-specific oral examination. The subject matter of the oral examination will include both control room operation and field operation regardless of an applicant's typical assigned duties.
The ASME QHO-1 program is acknowledged by the Coalition for Responsible Waste Incineration.
